What can Bosnia and Herzegovina learn from Estonia?

Estonia wasn't rich when it started. After independence, it had limited resources and no shortage of problems. What it did have was a decision: make digital transformation the backbone of the country's development, not an afterthought.


That bet paid off. Estonia is now a reference point worldwide for what digital government can actually look like in practice.

Could BiH do something similar? I think so - but not by copying Estonia's playbook. A few things stand out to me as the real lessons:

1.      Digital government can't live inside one ministry. It needs a national vision that survives election cycles.

2.      Every digital service should start with the citizen, not the institution. Simple, accessible, efficient - or it doesn't work.

3.      A secure digital identity is the backbone almost everything else depends on, from healthcare to business registration.

4.      Open data and interoperability between institutions cut red tape and build trust, not just efficiency.

5.      Digital skills matter as much as fiber, data centers, 5G or AI. Infrastructure without people who can use it goes nowhere.

BiH isn't short on raw material. We have strong engineers, capable IT companies, universities doing good work and telecom infrastructure with real room to grow. What's missing isn't talent - it's continuity and a shared direction.

Because digital transformation was never really the goal. It's the thing that makes everything else possible: better public administration, a more competitive economy, better education and healthcare, smarter cities, more investment and a real reason for young people to stay.

Honestly, I think the biggest lesson from Estonia has nothing to do with technology. It's the shift in mindset - treating digitalization as an investment, not a cost.

BiH doesn't need an Estonian copy-paste. It needs its own model, one that fits our constitutional reality and our economy, while still learning from what works elsewhere.

I've spent years teaching and researching telecommunications and digital transformation and I'm increasingly convinced the next decade won't belong to the biggest countries or the biggest budgets - it'll belong to whoever connects technology, education and leadership best.

So I'll ask directly: if you had to pick three digital reforms for BiH to prioritize right now, which three would they be?
